The Director of Clinical Services & Quality Assurance is responsible for overseeing the entire Quality Assurance (QA) program within Hall Ambulance Service, Inc., ensuring compliance with the company's Quality Improvement Plan (QIP), and all relevant county, state, and federal regulations. This role leads the development, implementation, and continuous improvement of the company’s clinical care standards and quality assurance practices. The Director will manage and direct a team of Quality Assurance professionals, ensuring the highest levels of patient care, clinical performance, and regulatory compliance. Additionally, the Director acts as the primary liaison between the company and external agencies, including the county EMS Department, local hospitals, and other provider organizations

ESSENTIAL JOB FUNCTIONS

  • Lead the Quality Assurance Department, including supervising QA staff, establishing priorities, and managing departmental resources.
  • Provide strategic direction for the Continuing Quality Improvement (CQI) program, ensuring alignment with company objectives and industry standards.
  • Serve as the primary point of contact for all quality assurance-related matters, collaborating with key stakeholders including senior leadership, the Medical Director, and external regulatory bodies.
  • Oversee the development and execution of the company’s Quality Improvement Plan (QIP) to ensure compliance with all relevant local, state, and federal regulations, including EMS and healthcare standards.
  • Develop and maintain performance standards for EMTs, Paramedics, and Registered Nurses in alignment with company policies and regulatory requirements.
  • Lead audits of patient care across all levels of service (EMTs, Paramedics, and Nurses), identifying areas of improvement and driving action plans for continuous improvement.
  • Use data-driven insights to identify trends, establish performance benchmarks, and recommend process improvements based on the evaluation of key clinical metrics.
  • Ensure accurate and timely reporting of key quality assurance metrics, including monthly and annual reports on quality trends, performance compliance, and training outcomes.
  • Work with the Medical Director and senior management to develop relevant training and remediation programs, addressing any deficiencies in patient care or compliance with quality standards.
  • Represent the company in communications and partnerships with the county EMS Department, hospitals, and other relevant provider agencies.
  • Ensure that the company’s QA activities are well aligned with external regulatory agencies, ensuring compliance with both current policies and emerging standards.
  • Communicate regularly with stakeholders to ensure expectations are met and to maintain the company’s strong reputation for quality patient care.
  • Ensure that company protocols remain current and aligned with best practices, regulatory requirements, and feedback from the field.
  • Prepare detailed weekly, monthly, and annual reports on the status of quality assurance activities, clinical performance, and compliance trends.
  • Ensure that all reports, documentation, and corrective actions are submitted on time to leadership, regulatory bodies, and other relevant stakeholders.
  • Advocate for and implement technological solutions that streamline data collection, improve reporting accuracy, and enhance the overall quality management system.
  • Ensure that sensitive patient care and performance data are securely maintained in compliance with HIPAA and other applicable data privacy regulations.

QUALIFICATIONS

  • Current & valid California State Licensure as EMT-Paramedic or Registered Nurse
  • Ability to obtain Kern County Paramedic Accreditation or Mobile Intensive Care Nurse certification (Within one year of employment)
  • Minimum of five years of clinical experience providing patient care in high-acuity settings, such as an ambulance, emergency room, intensive care unit (ICU), or within a healthcare quality improvement program.
  • Proficient in the use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), with the ability to analyze data and prepare reports effectively.
  • Current & valid Class C California Drivers License
  • Current & valid Health Care Provider CPR
  • Current and valid Advanced Cardiac Life Support; Prehospital Trauma Life Support and Pediatric Advanced Life Support certifications.
  • Pass required background checks

STARTING SALARY RANGE

  • $145,000 - $160,000 annual; DOE
